Problem of recruiting foreign personnel
In discussion about the shortage of high level personnel resource, a headhunter in Vietnam shares that there is no school specializing on high level management here. The supply for this kind of labor comes from foreign companies or trained abroad and back to work in Vietnam. The first kind of supply source is more popular.
Headhunter in Vietnam worries about the fact that high level personnel resource is spontaneous and they are not trained methodically.
Many experts share the same thought that the first power source of an enterprise is high level personnel and following is medium level ones. What matters is that working culture of foreign personnel is not suitable for business culture in Vietnam, which leads to many contradictions. It is easy to see that the job positions are fixed in business culture of Vietnam. Meanwhile, there should be a period of time for a term of office using local labor resource or trained by enterprises themselves to have true talents.
Enterprises train high level personnel themselves
Vietnam enterprise can improve manager resource with the law of 10-20-70: 10% of learning in methodical ways, 20% is from experience, 70% is inherited from previous managers. To assess management qualification, there are 4 levels of administration: self management, employee administration, business administration, and enterprise administration.
Today, high level personnel market in Vietnam has yet to be professional because of spontaneity, so developing an institute of high level management is priority in Vietnam in the near future.
This spontaneous state leads to the shortage of high level personnel. Foreign companies would prefer to recruit Vietnam personnel due to lower salary than foreign counterparts. Companies which want to be more professional are urge to recruit high level personnel to develop their operation.
